Fleet Quarantine stops a rogue AI agent, a swarm or everything, signed, and release needs two different people.

What it is

When an agent goes wrong (goal drift, prompt injection, a bad memory spreading), you need to stop it now, and stop it everywhere it runs.

Quarantine one agent and its next action is refused while other agents carry on. Quarantine a swarm and all its members stop. The emergency halt stops every agent. Each containment is Ed25519-signed and written to a chained ledger. To lift one, two different named approvers must agree; one is not enough, and the quarantined agent itself can never be an approver.
